The key to cooling is flow, putting an electric fan in front of the radiator is creating turbulent air for the mechanical fan to pull. Summit lists the Flex-A-Lite relay at $20. I don't see a need for the variable speed controller except maybe under certain conditions where one would want a higher or lower fan speed than normal.
